  17.    and upload 1 file for every 5 they download.  Neither the files nor
  18.    the messages required by the ratios need to be large, however they are
  19.    expected and are easy to do. Those with security levels over 30 are
  20.    exempted.

  22. 4) Excessively swearing in the messages is not appropriate, and will be dealt
  23.    with accordingly.
