- -/- Introduction to 21st Century North America

- The first province to do it was British Columbia. While the
- others squabbled in the East, B.C. found it in its best
- interests to separate from the rest of Canada at the turn of
- the century. When The Drought hit later that year, Washington
- and Oregon joined B.C. in forming Cascadia -- an economic
- union dedicated to preserving the way of life of its members.
- It prospered in a time where the great prairies and farmlands
- dried up. Cascadia's example brought forth a wave of
- political unrest in the remaining states and provinces.
- Within the close of the first decade, North America had been
- splintered into 36 territories, each grouped into one of 7
- economic/political unions. Whoever controled the unions
- controled prosperity. And so began the race to control all of
- North America.

- -/- Territories and Regions

- The map is divided into 36 territories, which are then colour-
- coded and grouped into 7 different regions. On all maps,
- the all the territories show who owns it (letters A through F)
- and how many troops are on it.

- -/- DeployPts
-

- WAR will hand out DeployPts at the start of your first turn of
- the day. These DeployPts can be used by the [D]eploy command.
- (see below for more information). Each player will receive
- DeployPts proportional to the number of territories occupied
- (to be exact : DeployPts = Territories Divided by 3). When you
- own territories of the same colour group (ie, region), you will
- receive a bonus of DeployPts proportional to the strategic
- location and size of the region completed. The minimum amount
- of DeployPts given at any time is 3.

- -/- Cards

- At the end of your turn, if you had successfully attacked
- another territory, you will receive one of three Cards :
- Gold, Silver or Bronze. A "set" of Cards corresponds to
- one of each kind (G, S & B), or three of any kind (G, G & G).
- You may collect these Cards to be traded in as a set at a later
- time for a DeployPt bonus. This DeployPt bonus increases every
- time a set of Cards is traded in. Once you have 5 Cards the
- system will automatically trade in a set for you. To trade in
- a set of Cards, select the Deploy Command.

- -/- Deploy Command

- Most players usually do this first when they take their first
- turn in a game. Select [D] to deploy troops on any territory
- that is owned by you (provided you have DeployPts to begin
- with). 1 DeployPt is equal to 1 troop. If you have a set of
- Cards, you may turn these in at this time.

- -/- Attack Command
-
- This is the basic command of WAR. Use it to attempt to gain
- control over a neighbouring territory. You can only attack
- another territory if you have 2 or more troops on the
- territory you are attacking from (this is because in case you
- win the battle, you must occupy the defeated territory while
- keeping at least 1 troop on your attacking territory).

- -/- Fortify Command

- Should you wish to strengthen your front lines, use this
- command to move troops between territories. Again, you must
- leave at least 1 troop on the territory you are fortifying
- FROM. You may fortify only neighbouring territories. If
- you own two territories that are separated by other territories
- which you also own, you can fortify across the board all at
- once (ie, Alaska to Mexico, providing you own British Columbia
- and United States as well).

- -/- Treaties

- WAR! can be made a team game through the use of these treaties.
- Once you propose a treaty to another player, you become allied
- with him/her automatically. He/she has the option of rejecting
- your treaty or accepting it. If you wish to break an existing
- treaty, it will be done when your ex-ally next logs on. If the
- ex-ally does not log on within 1 day, [B]reak the treaty again,
- and it will be broken immediately. With a treaty, you can
- fortify and deploy troops on your ally's territories and vice
- versa. The game will forbid any military action between any
- two allies.

- -/- Strategies

- Different strategies can be applied to different scenarios.
- 21st Century North America features lots of shared borders, as
- a result, your attacking may be slowed down. Other scenarios
- (such as WAR! in Vancouver, Canada), feature regions that are
- attached to other regions by only one or two territories. In
- order to protect these regions, you could build up troops on
- the front line borders, while maintaining only 1 on each of the
- territories behind the line. Also remember that you get bonus
- DeployPts if you defeat another player.

- -/- Scenarios

- WAR! lets ANYONE create and compile scenarios. If you want more
- information on how to create/compile scenarios, read COMPILE.DOC
- with WORLD.TXT as the example ASCII file in the main menu.
