It's a Windows 3.1 utility to monitor system resources.
WHAT IT DOES?
It will display a window with information about the available system resources, memory, and disk space. The display gets updated every second. In addition, will also display information about virtual memory, running modules, and will even tell you if your Pentium processor has the infamous "divide" bug.
WHY DO YOU NEED IT?
To monitor your system, find out about memory leaks, understand why your are running out of memory or your system is crashing. It should have been included with Windows in the first place. Things being what they are, it's a Shareware add-on.
GIVE ME A BREAK!
The System Monitor is a Shareware product, and a contribution of $10 to the author would be greatly appreciated. However, the System Monitor will not beg you for money every time you start it - unlike some other Shareware.
