  12.                      An Official Protocol Mechanism

  15. During the Spring Joint Computer Conference in Atlantic City, Larry
  16. Roberts, Barry Wessler, Cordell Green, Jon Postel and I discussed rules
  17. for establishing and modifying an official Host-Host protocol.
  18.  
  19. The following decisions were made:
  20.  
  21.       1.  A new set of documents will be created.  This set of
  22.           documents will specify the official Host-Host protocol.  When
  23.           it becomes appropriate, these documents will be maintained at
  24.           the Network Information Center on SRI's computer.
  25.  
  26.       2.  I will distribute proposals for the initial version of the
  27.           official protocol and all subsequent changes as NWG/RFC's.
  28.           These proposals will be formulated from suggestions made by
  29.           any interested parties.
  30.  
  31.       3.  After a proposal for a change in the official protocol
  32.           has been issued as an NWG/RFC, networkers are requested to
  33.           respond with approval, criticism, etc.  A cutoff date will be
  34.           included with each protocol.
  35.  
  36.       4.  After the cutoff date, one of two situations will prevail.
  37.           Either the proposal will have been substantially accepted by
  38.           the network community, or substantial criticism will have been
  39.           generated.  In the latter case, the process stops and no
  40.           change occurs to the official protocol.

  42.       5.  If the proposal has been substantially accepted, the
  43.           proposal, together with its minor revisions will be forwarded
  44.           to the ARPA office.  Barry Wessler or his successor will then
  45.           either approve or disapprove the whole proposal.  His decision
  46.           will be returned to me by letter.
  47.  
  48.       6.  After the ARPA office approves the proposal, I will send
  49.           out the new protocol (as mentioned in item 1 above).
  50.  
  51. The first version of an official protocol will be proferred this month.
