This palette's sole purpose is to register itself as an IBDocument controller.  Whenever a nib is saved, it will copy the CVS directory from the backup nib directory into the newly saved nib directory. In order for this to work, make sure you have checked "Create backup file when saving" in IB's Preferences window.
