  19.      PRESIDENT OUTLINES COMPREHENSIVE NEW TECHNOLOGY INITIATIVE:

  21.      Technology to Create Jobs, Protect the Environment, Improve 
  22.      Government
  23.      Bold Changes Proposed to Redirect, Focus U.S. Efforts
  24.      
  25.          SAN JOSE, CA -- Offering bold and dramatic changes to 
  26.     harness technology to drive economic growth and job 
  27.     creation, President Bill Clinton and Vice President Al 
  28.     Gore today (2/22) unveiled a comprehensive new technology  
  29.     initiative to move America forward to a stronger economy, 
  30.     a cleaner environment, more competitive businesses, more 
  31.     effective government, better educational programs and 
  32.     technological leadership in critical fields.
  33.     
  34.          "In order to revitalize our economy, it is time for a 
  35.     dramatically new approach that recognizes the strength and 
  36.     potential of America's scientific and technological 
  37.     resources to change and improve the quality of our lives," 
  38.     President Clinton said.
  39.     
  40.          The new initiative:  Technology for America's 
  41.     Economic Growth,  A New Direction to Build Economic 
  42.     Strength offers a comprehensive blueprint to focus 
  43.     American technology around three central goals:
  44.     
  45.     --   Long-term economic growth that creates jobs and 
  46.     protects the environment;
  47.     --  Making government more efficient and more responsive;
  48.     --  World leadership in basic science, mathematics, and 
  49.     engineering.
  50.     
  51.          "We face new challenges, from our competitors around 
  52.     the world and from the people we serve here at home, that 
  53.     demand new solutions and creative thinking.  Technology 
  54.     offers new opportunities for jobs, for a cleaner 
  55.     environment, for better schools, for high-quality health 
  56.     care and for scores of other advances.  We must move to 
  57.     seize these opportunities," said Vice President Gore, who 
  58.     the President has asked to play a leadership role in 
  59.     implementing these new initiatives.

  61.          President Clinton and Vice President Gore returned to 
  62.     California's Silicon Valley to unveil the initiative, 
  63.     where the President last year detailed his commitment to a 
  64.     new direction in U.S. technology policy, a commitment 
  65.     which was endorsed by leaders throughout the technology 
  66.     community.

  69.          Technology for America's Economic Growth recognizes 
  70.     that new investments in technology will help the private 
  71.     sector create high-wage, high-skill jobs.  It offers 
  72.     ground-breaking proposals to:
  73.     
  74.             Develop a national network of manufacturing extension centers 
  75.           to help small and medium-sized businesses gain access to 
  76.           technology;
  77.              Invest in applied R & D in fields such as advanced 
  78.           manufacturing, aerospace, biotechnology, and  advanced 
  79.           materials;
  80.              Increase partnerships between industry and the national 
  81.           laboratories;
  82.              Develop a partnership with the American auto industry to 
  83.           enable the development of a "clean car," creating jobs and 
  84.           protecting the environment; and
  85.              Expand the Commerce Department's Advanced  Technology Program 
  86.           to provide matching grants for industry-led R & D consortia.

  88.          A major priority of the package will be developing a 
  89.     National Information Infrastructure and the "information 
  90.     superhighways"  created by legislation introduced and 
  91.     steered to passage by Vice President Gore when he served 
  92.     in the Senate.  Technology for America's Economic Growth 
  93.     includes:
  94.     
  95.             Support for the High-Performance Computing  and Communications 
  96.           Initiative that is developing new technologies for our most 
  97.           powerful computers, supercomputers that are able to rapidly 
  98.           process enormous quantities of information and for a national, 
  99.           high-speed network ("information superhighways") to make this 
  100.           high-performance computing more accessible.
  101.             Developing new applications for high-performance computing and 
  102.           networking in health care, lifelong learning, and manufacturing.
  103.             Creating pilot projects to demonstrate these technologies in  
  104.           schools and other nonprofit entities.
  105.             A task force of the National Economic Council which will work 
  106.           with the Congress and the private sector to develop policies 
  107.           needed to accelerate the deployment of a National Information 
  108.           Infrastructure.
  109.      
  110.          America's technology policy also will be used to help 
  111.     meet other
  112.     important national goals:
  113.     
  114.             The federal government will use technology to cut its costs, 
  115.           improve energy efficiency, and improve the quality and 
  116.           timeliness of  service.  
  117.             The government will work with industry to develop technologies 
  118.           (software, computer and communications equipment) that increase 
  119.           the productivity of learning  in our schools, our homes, and our 
  120.           work places.

  123.           The plan will improve the environment for private 
  124.     sector investment and innovation in a variety of ways:
  125.     
  126.               Making the Research and Experimentation tax credit permanent.
  127.               Reducing capital gains for long-term investments in small 
  128.           businesses.
  129.               Reforming our antitrust laws to permit joint production 
  130.           ventures.
  131.      
  132.          Technology for America's Economic Growth recognizes 
  133.     as well that our policy goals require a continued 
  134.     commitment to U.S. leadership in basic research.  The 
  135.     initiative includes substantial increases in funding for 
  136.     the National Science Foundation.
  137.     
  138.          And, Technology for America's Economic Growth 
  139.     improves the management of U.S. technology policy with:
  140.     
  141.             High-level leadership and coordination by the Vice President, 
  142.           the Office of Science and Technology Policy, and the National 
  143.           Economic Council.
  144.             Developing a true partnership between the federal government 
  145.           and industry, labor, academia, and the states.
  146.             Regular evaluation of programs to determine whether they should 
  147.           remain part of the national investment in technology.
