  9.      MAINTENANCE OF INTERNATIONAL DATA TRANSMISSION SYSTEMS

  12.        Replace the existing text of section 3.7 with the following:

  14.        "When an international satellite section includes a satellite  link  then
  15. it may be possible to perform long RF loop measurements, including  the  up/down
  16. link of the satellite,  if  such  measurements  are  allowed  by  the  satellite
  17. transponder configurations, i.e, if the earth station can monitor its own transmission. 
  18. Such measurements, made in loop from the customer premises, the  TIC or from the 
  19. earth station should be compared with similar loop measurements  made  when  the
  20. circuit functioned normally. Such measurements should be made before international 
  21. cooperation is sought to test the  international  section,  but  should  not  be
  22. substituted for, or compared directly with, unidirectional measurements."
