- FOREWORD
- The CCITT (the International Telegraph and Telephone Consultative
- Committee) is a permanent organ of the International Telecommunication Union
- (ITU). CCITT is responsible for studying technical, operating and tariff
- questions and issuing Recommendations on them with a view to standardizing
- telecommunications on a worldwide basis.
- The Plenary Assembly of CCITT which meets every four years, establishes
- the topics for study and approves Recommendations prepared by its Study Groups.
- The approval of Recommendations by the members of CCITT between Plenary
- Assemblies is covered by the procedure laid down in CCITT Resolution No. 2
- (Melbourne, 1988).
- Recommendation D.240 was prepared by Study Group III and was approved
- under the Resolution No. 2 procedure on the 22 of March 1991.

- SUPPORTED BY THE ISDN
- Preamble
- This Recommendation sets out the charging and accounting principles for
- teleservices provided over the ISDN. It covers the teleservices currently
- contained in the following sections of Recommendation I.241: S.1 for telephony,
- S.2 for teletex, S.3 for telefax 4, S.4 for mixed mode, S.5 for videotex and S.6
- for telex.
- The CCITT,
- considering
- (a) that general principles for charging and accounting of international
- telecommunication services provided over the ISDN are contained in Recommendation
- D.210 which states that the charging and accounting principles should not be
- discriminatory, i.e., not depend on the type of information transmitted except
- where the costs incurred by the Administrations differ;
- (b) that teleservices have the same lower layer attributes as the bearer
- services supporting them;
- (c) that general principles for charging and accounting principles to be
- applied for international
- circuit-mode demand bearer services are contained in Recommendation D.220,
- recommends that

- 1.1 The charging principles for teleservices should be based on those
- developed for the bearer service supporting them as shown in Table 1/D.240.

- 1.2 Although the level of the charge is a national matter, it may vary in
- accordance with the higher layer functions associated with the supporting bearer
- service.
- 2 Accounting principle
- 2.1 Subject to bilateral agreement, the accounting rate for a teleservice
- should be based on the rate for the bearer service to which it relates as shown
- in Table 1/D.240.
- Note ù This principle does not cover the case where dissimilar bearer connection
- types are used to provide a particular teleservice.
