  41.        enabling  errors  to  be  corrected by a request for a repetition (
  42.        ARQ system );
  43.  
  44.             (b) that when they are usable for switched communications,  on
  45.        the  radio section these synchronous systems use two combinations (
  46.        and | , which characterize the permanent conditions of start polar-
  47.        ity  and  stop  polarity respectively in the start-stop part of the
  48.        connection (see Recommendation S.13 [1]);

  50.             (c) that the special make-up of these systems is such  that  a
  51.        change  in  the significant condition at the input to the system is
  52.        not reproduced at the output with a constant delay;

  54.             (d) that the experience acquired with telex and gentex switch-
  55.        ing  through  these radiotelegraph systems seems sufficient to jus-
  56.        tify  the  laying  down  of  general  rules  specifying  signalling
  57.        arrangements  for  manual,  semi-automatic and automatic working in
  58.        such international radio channels,

  97.             2.2 On circuits automatically  operated  in  both  directions,
  98.        reception  of  a  single  | signal at the end of the circuit remote
  99.        from the calling subscriber must cause the  outgoing  equipment  on
  100.        this  circuit  at that end to be marked busy immediately. This busy
  101.        condition must be applied until two ( signals are received.

  103.             2.3 If the motor of the  FRXD  (fully  automatic  reperforator
  104.        transmitter  distributor) or equivalent motor-driven storage device
  105.        is not already running, it must be started without delay, in  order
  106.        to  accept  the  subsequent  selection signals. Furthermore, if the
  107.        motor of the storage device at the called end is not already  work-
  108.        ing, it must be started.
  109.  
  110.             2.4 It is desirable that, in  the  busy  hour  at  least,  the
  111.        starting of the motor of the storage device should not be dependent
  112.        on the calling signal for each call. One simple method  of  meeting
  113.        this  requirement  is to provide a device that delays the switching
  114.        off of the motor until about 5 minutes  after  the  call  has  been
  115.        cleared.

  118.        3       Call-confirmation signal
  119.  
  120.  
  121.             3.1 Transition from  combination (  to  combination |  on  the
  122.        backward  signalling  path. The reception of two consecutive | sig-
  123.        nals over the backward signalling path shall be  interpreted  as  a
  124.        call-confirmation signal.
  125.

  127.             3.2 The return of this signal can be initiated either  by  the
  128.        switching  equipment  or  by the radio equipment. Not more than one
  129.        second shall elapse at the incoming end between the moment when two
  130.        | signals  have  been received and the return of the first | signal

  161.             4.1.1.1 If the automatic switching equipment at the  receiving
  162.        end  can  receive  the  selection information immediately after the
  163.        sending of the call-confirmation signal, the call-confirmation sig-
  164.        nal shall constitute the proceed-to-select signal.

  166.             4.1.1.2 If the automatic switching equipment at the  receiving
  167.        end  cannot receive the selection information immediately after the
  168.        sending   of   the    call-confirmation    signal,    a    distinct
  169.        proceed-to-select  signal,  combination No. 22,  shall  be returned
  170.        over the backward signalling path after the call-confirmation  sig-
  171.        nal.  For  99%  of  calls  in  the  busy  hour, this signal must be
  172.        returned not more than 3 seconds  after  the  transmission  of  the
  173.        call-confirmation  signal  begins.  (For some existing systems this
  174.        delay will be 4 seconds.)

  177.        4.1.2         Fully-automatic working

  180.             4.1.2.1  The  proceed-to-select  signal,   combination No. 22,
  181.        returned over the backward signalling path shall always be distinct
  182.        from the call-confirmation signal and should be returned within the
  183.        limits specified under semi-automatic working.

  190.             4.2.1 On the  backward  signalling  path  teleprinter  signals
  191.        indicating the called operator's position.

  194.             4.2.2  The   sending   of   the   proceed-to-select   or   the
  195.        proceed-to-transmit  signal should be delayed until two consecutive
  196.        | signals have been correctly received over the backward signalling

  212.             4.2.3 The receiving equipment shall be arranged so  that  when
  213.        two  | signals are received and followed immediately by teleprinter
  214.        signals [representing the call-confirmation  and  proceed-to-select
  215.        (or  proceed-to-transmit) signals in rapid succession] the recogni-
  216.        tion of the two | signals  as  the  call-confirmation  signal  will
  217.        allow the teleprinter signals to be preceded by 140 ms (minimum) of
  218.        stop polarity.

  220.             4.2.4 Measures should be taken so that,  if  proceed-to-select
  221.        or   proceed-to-transmit  signals  are  relayed  by  the  FRXD  (or
  222.        equivalent storage device), the switching equipment does not return
  223.        these signals until the motor has reached its full speed.

  226.        5       Selection signals

  229.             5.1 For manual working, teleprinter signals over  the  forward
  230.        signalling path.
  231.

  233.             5.2 For semi-automatic working, teleprinter signals  over  the
  234.        forward signalling path, as follows:
  235.  
  236.                -           the   prepare-for-digits   signal   shall    be
  237.        combination No. 30 (figure-shift);
  238.  
  239.                -          digits of the called subscriber's  number  (pre-
  240.        ceded  by transit access codes, if required) in International Tele-
  241.        graph Alphabet No. 2;
  242.  
  243.                -         end-of-selection signal, combination No. 26. This
  244.        may  be followed by another combination characterizing the class of
  245.        traffic in the incoming country.
  246.  
  247.             5.3 For fully-automatic working: teleprinter signals over  the
  248.        forward signalling path, as follows:
  249.  
  250.                -           the   prepare-for-digits   signal   shall    be
  251.        combination No. 30 (figure-shift);
  252.  
  253.                -          digits of the called subscriber's  number  (pre-
  254.        ceded  by transit access codes, if required) in International Tele-
  255.        graph Alphabet No. 2;
  256.  
  257.                -         if an end-of-selection signal is  required,  this
  258.        should  be combination No. 26. This may be followed by another com-
  259.        bination characterizing the class of traffic in the incoming  coun-
  260.        try.

  262.             5.4 The  transmission  of  the  selection  signals  should  be
  263.

  274.             5.5 Where the incoming system uses a uniform numbering plan so
  275.        that  the number of digits in the number can be determined from the
  276.        initial  digit,  the  outgoing  Administration  must  transmit   an
  277.        end-of-selection  signal  if this is required by the incoming coun-
  278.        try. Where the incoming system has a non-uniform  numbering  scheme
  279.        the end-of-selection signal cannot be made obligatory. However, for
  280.        such a system it may be advantageous to use this signal subject  to
  281.        the  agreement of the outgoing Administration, in those cases where
  282.        the outgoing system can readily insert the signal. To  avoid  undue
  283.        occupation of trunks and equipment, Administrations should take all
  284.        reasonable steps to ensure that selection signals  are  transmitted
  285.        over radio circuits without undue delay.

  288.        6       Call-connected signal
  289.

  291.             6.1 Manual working: the code DF over the  backward  signalling
  292.        path.
  293.  
  294.  
  295.             6.2 Semi-automatic working: either answerback signals  or  the
  296.        signals defined for fully-automatic working below.
  297.  
  298.             6.3  Fully-automatic  working:  combination No. 32,   followed
  299.        by 11  to 13  combinations No. 29  (letter-shift)  followed  by the
  300.        obtained  subscriber's  answerback  code.  The  insertion  of   the
  301.        combinations No. 29  must  not  cause  mutilation of the subsequent
  302.        signals in the sequence.

  304.             6.4 In the case of transit operation where the  first  circuit
  305.        in the connection is an ARQ radio circuit and the second circuit in
  306.        the connection uses  Type A  or B  signalling  to  a  country  that
  307.        returns    the    answerback    automatically,    the   number   of
  308.        combinations No. 29 of  the  radio  call-connected  signal  may  be
  309.        reduced to eight to avoid mutilating the answerback.

  347.        land  line,  any  text  remaining  in store, at the point where the
  348.        clearing signal is  recognized,  must  be  transmitted  before  the
  349.        ( signals are sent over the radio path.

  352.        8.2         Clear-confirmation signal
  353.  
  354.  
  355.             8.2.1 The appearance of ( combinations in the direction  oppo-
  356.        site  to that from which the clearing signal was sent. Reception of
  357.        two   consecutive   ( signals   will   be    interpreted    as    a
  358.        clear-confirmation signal when a clearing signal of 7 ( signals has
  359.        been accepted by the storage  of  the  radio  equipment  without  a
  360.        request  for  repetition.  The transmission of 7 (  signals in this
  361.        way ensures that, allowing for the  loss  of  one  ( signal  as  an
  362.        undetected  error, the clearing signal can be presumed to have been
  363.        received and recognized at the distant end.
  364.

  366.             8.2.2 For radio circuits using an eight-character  cycle  with
  367.        four  characters stored, a sequence of 8 ( signals shall be used in
  368.        place of the above sequence  of  7 ( signals.  For  radio  circuits
  369.        using  an  eight-character  cycle  with  seven characters stored, a
  370.        sequence of 11 ( signals shall  be  used  in  place  of  the  above
  371.        sequence of 7 ( signals.
  372.  
  373.             8.2.3 It is desirable that the equipment shall be arranged  so
  374.        that  the  clearing  and  clear-confirmation  signals  do not cause
  375.        spurious characters (including combinations No. 32) to be transmit-
  376.        ted  over the radio path. Where electronic storage devices are used
  377.        it is possible to arrange  for  these  spurious  characters  to  be
  378.        suppressed  in the storage device. Where electro-mechanical storage
  379.        devices are used, the generation  of  spurious  characters  by  the
  380.        clear-confirmation  signal  can be minimized by arranging that when
  381.        the clearing signal is received over the radio circuit,  the  input
  382.        to the storage device is blocked.

  384.             8.2.4 In order to ensure that,  on  transit  calls,  switching
  385.        equipment  and  possibly  the  subscriber's teleprinter set are not
  386.        unnecessarily held because of delay in  transmitting  the  clearing
  387.        and  clear-confirmation signals over the radio path, the radiotele-
  388.        graph equipment should return the clear-confirmation signal to  the
  389.        switching  equipment  without  waiting for the exchange of clearing
  390.        and clear confirmation signals over the radio path.

  393.        8.3         Guard delay

  404.             8.3.1 The circuit shall be guarded on release as specified  in
  405.        Recommendation U.1 except that the delay shall be measured from the
  406.        moment when the equipment has both:
  407.

  409.                a)         transmitted  7 ( signals  over  the  radio  path
  410.        without request for repetition;
  411.  
  412.                b)         has received two consecutive ( signals over  the
  413.        other signalling path.
  414.  
  415.             8.3.2 During the guard period the free line condition shall be
  416.        maintained on both signalling paths of the international circuit.

  418.             8.3.3 Because it is possible for the circuit to be opened  for
  419.        traffic  at  one end before the equipment at the other end has com-
  420.        pleted the transmission of the 7 ( signals, it is possible that  an
  421.        incoming  call  may  be  received  before the 7 ( signals have been
  422.        transmitted. Where this occurs, the call should be accepted but the
  423.        call-confirmation signal should not be returned until the transmis-
  424.        sion of the 7 ( signals has been completed. (See S 8.2.2  above.)

  431.        congestion  may be allowed; the NC  sequence with the standard form
  432.        of service signal should be used to indicate the situation.

  444.        nals  and  followed  by   line-feed   (preferably   together   with
  445.        carriage-return) and then immediately by the clearing signal in all
  446.        cases.

  454.             11.1  For  both-way   ARQ   radio   circuits   used   in   the
  455.        fully-automatic  telex and gentex services, the following action to
  456.        minimize the incidence of head-on collision is recommended:
  457.

  459.                a)         that inverse order testing, or a close  approxi-
  460.        mation  to  it  by testing the route in small groups of circuits in
  461.  
  462.  
  463.  
  464.  
  465.

  469.  
  470.        fixed order, always starting the search from the same initial posi-
  471.        tion,  should  be  adopted  at opposite ends of a both-way group of
  472.        trunk circuits.
  473.  
  474.                b)          that calls should be offered in such a way that
  475.        each  circuit  is  tested  once only for the minimum period of time
  476.        necessary to ascertain whether it is free or busy, and the outgoing
  477.        selectors should not have facilities for delayed hunting.
  478.  
  479.             11.2 The absence of the proceed-to-select signal will serve to
  480.        detect  a  head-on  collision when the group of circuits is totally
  481.        occupied or very nearly totally occupied. The two calls  will  then
  482.        be cleared down unless there are still free circuits in the route.
  483.  
  484.             Note  - The recognition  of  the  calling,  call-confirmation,
  485.        clearing  and  clear-confirmation signals requires the detection of
  486.        two consecutive signals | or ( as specified. The  detection  device
  487.        should,  in new equipment, be arranged to recognize two consecutive
  488.        signals even though these may be separated by a period of automatic
  489.        correction,  i.e. the  discrimination  involves  counting.  In some
  490.        existing equipments the detection device requires that the two sig-
  491.        nals to be recognized shall occur in consecutive character periods,
  492.        i.e. the discrimination involves timing. The  transmission  of  the
  493.        call-confirmation, clearing and clear-confirmation signals requires
  494.        that the appropriate number of | or ( signals shall be  offered  to
  495.        the  storage  of  the radio equipment without a request for repeti-
  496.        tion, i.e. the control should be by a timing device that  is  reset
  497.        when automatic correction occurs.

  544.             (a) that experience has shown that, for  telex  calls  set  up
  545.        over  a  radiotelegraph circuit , it was useful to enable the telex
  546.        subscriber to cause an operator to re-enter on a call  in  progress
  547.        without interrupting it;
  548.  
  549.             (b) that such re-entry may be of  interest  in  the  following
  550.        cases as well as in the case of a defective connection:
  551.  
  552.                i)          When a subscriber decides, in the course  of  a
  553.        call,  to  change  from  a  plain  text to a cypher he can call the
  554.        operators in the terminal radio exchanges and ask them to interrupt
  555.        the  delay  signal,  which  might otherwise disturb the synchronism
  556.        between the cyphering apparatus used at the two ends.
  557.  
  558.                ii)         When a subscriber has sent a message but  waits
  559.        a very long time for a reply from his correspondent, he can ask the
  560.        operator whether his message is still being stored or whether it is
  561.        expected  that any interruption to the radio circuit will continue.
  562.        If need be, he can  then  choose  another  means  of  communication
  563.        (telegram  or telephone call) to send an urgent message to its des-
  564.        tination;
  565.  
  566.             (c) that although it seems that re-entry by an  operator  will
  567.        be limited mainly to national networks (for example by a subscriber
  568.        calling the controlling telex operator on the  radiotelegraph  cir-
  569.        cuit),  international  standardization of an operator recall signal
  570.        would be useful if the controlling telex operator on the radiotele-
  571.        graph  circuit is located in a transit country, and also for inter-
  572.        mediate manual switches; this would no doubt prove to  be  a  great
  573.        advantage when this possibility is generally utilized,
  574.  
  575.  
  576.        unanimously declares the following view
  577.

  579.             (1) If the Administrations concerned agree on  the  use  of  a
  580.        special  signal  enabling  a  subscriber to recall an international
  581.        telex operator's position making use  of  radiotelegraph  circuits,
  582.        such a recall must not cause release of a call in progress.
  583.  
  584.             (2) This operator recall signal will consist of the  following
  585.        sequence:   combinations No. 28   (line-feed)   followed   by  four
  586.        combinations No. 27 (carriage-return).
  587.  
  588.             (3) The detection device causing re-entry by the operator will
  589.        be    controlled    by    the    receipt    of   four   consecutive
  590.        combinations No. 27; combinations No. 28 will only be used to avoid
  591.        superposition of the text on the receiving teleprinter and will not
  592.        have to be recognized by the detection device.

  628.

  630.             (a) that traffic observations on  radio  telex  channels  have
  631.        shown  that the possible delay in the reception of text transmitted
  632.        by one subscriber to another is a drawback from the operating point
  633.        of  view.  The delay may be caused by repetitions and/or difference
  634.        in the modulation rate of the teleprinters (traffic from Europe  to
  635.        the  USA).  In  case  of  such delays a subscriber is left in doubt
  636.        whether he simply has to await transmission of his message over the
  637.        radio  path  or  whether the delay is due to the tardy answering of
  638.        his correspondent, for which he will have to pay.  Furthermore,  in
  639.        the  case of delays due to long repetition periods a receiving sub-
  640.        scriber may be tempted to answer prematurely, which causes garbling
  641.        of the text;
  642.  
  643.             (b) that to a certain extent this drawback can  be  offset  by
  644.        the  application  of  a  strict  operating procedure (+?  signal to
  645.        invite  the  correspondent  to  transmit).  However,  supplementary
  646.        technical measures have proved to be desirable;
  647.  
  648.             (c) that a good technical solution of this problem is  to  use
  649.        combinations No. 32 as a delay signal in the following manner:
  650.  
  651.                i)          combinations No. 32   are   returned   to   the
  652.        transmitting  subscriber  at  the rate of one every 5 seconds if he
  653.        stops transmission during an interval of 10 seconds and  the  local
  654.        storage device still contains untransmitted tape;
  655.  
  656.                ii)          combinations No. 32 are sent to  a  subscriber
  657.        at  the rate of one every 1.2 seconds if transmission is delayed by

  753.        1       Charging on the basis of elapsed time
  754.  
  755.  
  756.             Where a radiotelegraph  circuit  equipped  with  ARQ equipment
  757.        forms  part of an international telex network and can be engaged in
  758.        a telex connection established by fully  automatic  switching,  the
  759.        Administrations  are  faced  with  a  difficult  problem  regarding
  760.        automatic charging of the calls. The  difficulty  arises  from  the
  761.        fact  that in case of bad transmission conditions on the radiotele-
  762.        graph circuit, signals recognized as erroneous are repeated.  These
  763.        repetitions  can  be  numerous  at  certain  times.  For  manual or
  764.        semi-automatic operation, in  order  to  establish  the  basis  for
  765.        charging, the Administrations or recognized private operating agen-
  766.        cies (RPOA) deduct the time  during  which  the  circuit  has  been
  767.        transmitting  repetitions  from the elapsed duration of the connec-
  768.        tion.
  769.  
  770.             The application  of  this  method  to  fully  automatic  calls
  771.        - although  desirable -  is  made  difficult  by  the fact that the
  772.        charge for these calls is made in the originating  country  and  by
  773.        automatic  methods.  When  the  call is not established through the
  774.        intermediary of radiotelegraph circuits  incorporating  ARQ  equip-
  775.        ment,  the charge is made according to the elapsed time of the com-
  776.        munication. It would then be necessary to  advise  the  originating
  777.        country  that  the  call has involved a radiotelegraph circuit that
  778.        incorporates ARQ equipment, and to advise what correction should be
  779.        applied  to  the  elapsed  time  of  the  communication in order to
  780.        account for the periods of inefficiency of the radiotelegraph  cir-
  781.        cuit.
  782.  
  783.             Some study has been made for finding a solution that  is  both
  784.        technically  and  economically  acceptable for the transmission and
  785.        use of information necessary for corrected charging as  a  function
  786.        of  the inefficiency of the radiotelegraph circuit. However, due to
  787.        the declining importance of radio circuits incorporating ARQ equip-
  788.        ment  for fully automatic traffic in the telex network and the ten-
  789.        dency for them to be relegated to the  role  of  standby  circuits,
  790.        further  study  of the method of charging based upon efficient time
  791.        has been abandoned.

  801.             The alternative solution of charges based  upon  elapsed  time
  802.        has now been adopted as the standard to be applied. It will then be
  803.        necessary before incorporating a circuit with ARQ equipment in  the
  804.        fully  automatic telex service to ensure that it meets with certain
  805.        stability requirements. Safeguard measures designed  to  avoid,  in
  806.        certain  cases,  an excessive overcharge of the calling subscriber,
  807.        as indicated in the present Recommendation, will be necessary.

  809.  
  810.        2       Safeguard measures
  811.  
  812.  
  813.             When charges are to be based on elapsed time, the  methods  of
  814.        safeguard are:
  815.  
  816.                i)         busying of an unoccupied radiotelegraph  channel
  817.        whenever transmission conditions on this channel are inadequate;
  818.  
  819.                ii)          forced release of an established connection on
  820.        such a channel whenever transmission conditions are bad.
  821.  
  822.             In the application of the latter  type  of  safeguard  (forced
  823.        release  of  an  established connection), there are two conflicting
  824.        requirements:
  825.  
  826.                i)           the  need  to  avoid  substantial  differences
  827.        between  the  charged time and the time during which the connection
  828.        was efficient;
  829.  
  830.                ii)         the need to avoid, as much as possible,  forced
  831.        release of established connections.
  832.  
  833.  
  834.             A reasonable compromise solution should achieve the  following
  835.        main objectives:
  836.  
  837.                i)         the  percentage  of  forced  releases  must  not
  838.        exceed three;
  839.  
  840.                ii)         the average overcharge  for  a  call  must  not
  841.        exceed five per cent;
  842.  
  843.                iii)         the maximum overcharge for  a  call  must  not
  844.        exceed twenty-five per cent.
  845.  
  846.  
  847.        3       Control of forced release
  848.  
  849.  
  850.             Administrations employing radiotelegraph circuits  incorporat-
  851.        ing  ARQ equipment should use the efficiency factor for controlling
  852.        the forced release of an established connection. With this arrange-
  853.        ment, an established connection will be cut whenever the efficiency
  854.        factor, averaged over 60 consecutive seconds, falls below 80%. This
  855.        form  of control, especially if it is applied to circuits that con-
  856.        form to the stability requirements specified in S   9 below,  ought
  857.        not  to  result  in  more than two or three per cent of connections
  858.

  867.        being interrupted; this figure is quite comparable with the  number
  868.        of fortuitous releases recorded in the use of cable circuits.

  871.        4       Control of busying

  874.             At those times when its efficiency factor is too low,  a  cir-
  875.        cuit  that is not carrying traffic should be busied at both ends so
  876.        that it cannot be seized by a call until such  time  as  the  effi-
  877.        ciency  factor  reverts to an acceptable value. The circuit will be
  878.        busied if the mean value of the efficiency factor, measured over an
  879.        interval of 20 consecutive seconds, is less than 80%.
  880.  
  881.  
  882.        5       Practical application of busying
  883.  
  884.  
  885.             For a radiotelegraph system  corresponding  to  50 bauds  (see
  886.        Recommendation S.13 [1]),  the maximum number of transmissible ele-
  887.        ments in a 20-second period is 20 x 48 and the corresponding number
  888.        of  characters  is  (20 x 48)/7  i.e. 137.  If r  is  the number of
  889.        repetition cycles  during  20 seconds,  the  efficiency  factor  is
  890.        (137 - 4  r )/137. Hence, it is sufficient to count the  number  of
  891.        repetition  cycles  because  if,  in  a  period  of  20 consecutive
  892.        seconds, there are 7 repetition cycles or more, then the mean effi-
  893.        ciency factor is below 80% during that period.
  894.  
  895.             The two most practical methods of dividing the  time  up  into
  896.        intervals  of  20 seconds  are  the procedure of splitting the time
  897.        into 20-second blocks and the method of using  sliding  periods  of
  898.        20 seconds.
  899.  
  900.             In the procedure of splitting the time into blocks,  the  time
  901.        is  divided  into  fixed  intervals  of  20 seconds. The repetition
  902.        cycles are counted during each of these intervals and the count  is
  903.        recommenced for each interval, no account being taken of the result
  904.        of the count for the preceding  interval.  In  the  sliding  period
  905.        method, the earliest count is eliminated and a new count added.
  906.  
  907.             The block method  uses  simpler  equipment  than  the  sliding
  908.        period  method;  it is a little less exact because of the fact that
  909.        the influence of a bundle of repetitions arriving at about the same
  910.        time  as  the division between successive blocks is spread over two
  911.        successive and independent blocks.
  912.  
  913.             After very close consideration of  the  discrepancies  between
  914.        the  results  given  by  the two methods, it was concluded that the
  915.        effect of these discrepancies is small and of no  practical  impor-
  916.        tance  as  far  as  subscribers  are concerned. Administrations may
  917.        therefore select either method.
  918.

  933.             If, during a counting period, the number of repetition  cycles
  934.        has  already  reached  a  figure corresponding to a mean efficiency
  935.        factor of lower than 80% over the 20-second period, the decision to
  936.        order  busying  of  the  circuit  will be made immediately, without
  937.        waiting for the end of the current 20-second period.
  938.  
  939.             The manner in which the order to busy the circuit is sent from
  940.        the  ARQ  equipment  to  the  switching  centre  is  a  matter that
  941.        interests only the Administration that operates the centre and  the
  942.        ARQ  equipment  to  issue  an  international recommendation on this
  943.        matter.
  944.  
  945.             The timing of intervals at the two ends of the same circuit is
  946.        not  synchronized,  so that instants of busying or debusying a cir-
  947.        cuit at one end may differ from the corresponding instants  at  the
  948.        other  end  by  several  seconds. As a result, while one end of the
  949.        circuit is marked busy, a call can seize the circuit at  the  other
  950.        end.  This  situation is considered as admissible, and the incoming
  951.        call is accepted.
  952.  
  953.  
  954.             After a circuit is marked busy, the measurement of  the  effi-
  955.        ciency  factor  proceeds  in accordance with the same time-division
  956.        process. If, during a 20-second period, the mean efficiency  factor
  957.        reaches  or  exceeds 80%,  the  busy marking is removed. It follows
  958.        that, whenever the  efficiency  factor  is  varying  at  about 80%,
  959.        periods of busying and of return to service can succeed one another
  960.        at intervals of about 20 seconds. This effect was considered to  be
  961.        permissible.
  962.  
  963.  
  964.        6       Application of forced release
  965.  
  966.  
  967.             A call can seize the  radiotelegraph  circuit  only  during  a
  968.        period when the circuit is not marked busy. In the case of a call's
  969.        arriving on the radiotelegraph circuit after the occurrence of  the
  970.        first  marker  denoting  the termination of a 20-second period, the
  971.        time division will proceed on  the  basis  of  60-second  intervals
  972.        (instead  of  20-second  ones),  and  everything that has been said
  973.        about 20-second periods applies equally to  60-second  periods.  In
  974.        particular  if,  during  a  60-second period, it is already evident
  975.        that the efficiency factor cannot reach  an  average  value  of  at
  976.        least 80%,  forced  release  of  the  connection  shall  be ordered
  977.        without waiting for the end of the period.
  978.  
  979.             If the efficiency falls so far that the connection must be cut
  980.        at the calling end of the ARQ circuit, a long time could elapse, in
  981.        the event of  very  adverse  transmission  conditions,  before  the
  982.        release  signal  could  be  sent  to  the called subscriber. Conse-
  983.        quently, the called subscriber (especially in stations  not  super-
  984.        vised  by  a  receiving  operator)  remains  engaged  and cannot be
  985.        reached by other subscribers. Also,  the  re-establishment  of  the
  986.        call by way of another channel becomes impossible. Therefore, it is
  987.        desirable to be able to effect a release at the  receiving  end  in
  988.        unfavourable  conditions.  The  method  of  release employed at the
  989.        receiving end, however, should not  initiate  release  more  easily
  990.

  999.        than at the calling end. It is proposed for this purpose that, once
  1000.        there is evidence at the receiving end  that  the  mean  efficiency
  1001.        factor  has  remained  lower  than 80% for two successive 60-second
  1002.        periods, release at the receiving end should follow.

  1005.        7       Elimination of signals still registered in the memory
  1006.  
  1007.  
  1008.             Once the decision has been made to break the established  con-
  1009.        nection  at  either end, the signals that are still recorded in the
  1010.        ARQ equipment memory must be destroyed. It must be pointed out that
  1011.        in  this  case  the  forced  release signal has been due to the bad
  1012.        transmission conditions; it is very probable that  the  subscriber,
  1013.        at  the  receiving end, will be released by the auxiliary safeguard
  1014.        measures (two successive periods of 60 seconds with the  efficiency
  1015.        factor  below 80%);  the  signals that the memory would continue to
  1016.        dispose of in the forward direction will  probably  not  reach  the
  1017.        called  subscriber.  For this reason the elimination of the signals
  1018.        still registered in the memory has been decided.

  1021.        8       Advising the calling subscriber
  1022.  
  1023.  
  1024.             It has been proposed that the  calling  subscriber  should  be
  1025.        advised  by  a  special service signal preceding the forced release
  1026.        signal; in this way the calling subscriber would know that he  must
  1027.        reforward  his  whole  message. This service signal would above all
  1028.        have the advantage of enabling the  automatic  charging  device  to
  1029.        recognize that it is dealing with a connection that has been inter-
  1030.        rupted as a result of operation of the safeguard feature of an  ARQ
  1031.        equipment and that the call must not be charged.
  1032.  
  1033.             Although the principle of this solution may have escaped  cri-
  1034.        tiscism,  its  application has provoked objections. The first would
  1035.        be the cost and complexity of equipment that  would  ultimately  be
  1036.        used  for  only a very small proportion of calls. Another objection
  1037.        would be the fact that, in certain types  of  apparatus,  automatic
  1038.        transmission  could not be interrupted by the reception of signals;
  1039.        the only result would be  mutilation  on  the  local  copy  of  the
  1040.        transmitted  text  and  of  the  service code; the meaning of these
  1041.        mutilations could be obscure to the subscriber. The aspect  of  the
  1042.        other  end of the communication, which could also have a message in
  1043.        the process of transmission to the calling subscriber, must also be
  1044.        taken  into  account. Finally, the use of the clearing signal only,
  1045.        without the use of a preliminary service signal, was proposed.

  1050.        9       Precautions to be taken before incorporating circuits  with
  1051.        ARQ equipment in automatic switching networks
  1052.  
  1053.  
  1054.             In spite of these precautions, fully-automatic operation on  a
  1055.        radiotelegraph   circuit   incorporating   ARQ equipment   can   be
  1056.  
  1057.  
  1058.  
  1059.  
  1060.

  1065.        considered only if this circuit possesses adequate stability.
  1066.  
  1067.             Before incorporating  a  circuit  with  ARQ equipment  in  the
  1068.        fully-automatic  switching  network, the Administrations must carry
  1069.        out extended trials. These  trials  should  be  made  under  normal
  1070.        traffic  conditions,  over  a  minimum  period of three consecutive
  1071.        hours chosen from the busy period (or periods), when heavy  traffic
  1072.        is foreseen to occur on the route under consideration (allowing for
  1073.        the traffic, whether terminal or  transit,  that  prevails  on  the
  1074.        route  according  to  the  season). The condition that must be ful-
  1075.        filled  before  a  circuit  can  be  accepted  for   use   in   the
  1076.        fully-automatic  network  is that its mean efficiency factor, meas-
  1077.        ured over periods of 20 consecutive seconds each,  shall  not  fall
  1078.        below 80%  for  more  than   10%  of the total time involved in the
  1079.        measurements. The measurements must be repeated as often as will be
  1080.        necessary  for the Administration to have an assessment of the sui-
  1081.        tability of the circuit.
  1082.  
  1083.  
  1084.             The attention of Administrations is drawn to  the  fact  that,
  1085.        before  offering  fully-automatic  transit working on a radio route
  1086.        incorporating ARQ equipment, the grade  of  service  on  the  route
  1087.        under  consideration  must  be  in accordance with that proposed in
  1088.        Recommendation F.68 [2], i.e.  only one call lost in 50.
  1089.  
  1090.             If these conditions are not complied with, it would be  better
  1091.        to retain semi-automatic operation.

  1114.        without repetition, at a specified modulation rate,  to
  1115.        the time actually taken to receive the same text with a

  1135.             (3) For a circuit involved in a fully automatic telex network,
  1136.        measurements  will  be made, at those times when the circuit is not
  1137.        held by a call, in order to determine the  mean  efficiency  factor
  1138.        based  on  periods  of  20 consecutive  seconds.  If, during such a
  1139.        period, the mean efficiency factor  falls  below 80%,  the  circuit
  1140.        shall be marked busy on the first switching centre located backward
  1141.        of the ARQ equipment that assessed this  situation.  If,  during  a
  1142.        period  of 20 consecutive seconds, the mean efficiency factor rises
  1143.        above 80%, the busy marking shall be removed and the  circuit  will
  1144.        be able to be seized by a call.
  1145.  
  1146.             (4) Interruption of an established connection will  occur,  at
  1147.        the  calling  side  when,  during  a  60-second  period, it becomes
  1148.        apparent, without waiting until the end of  the  period,  that  the
  1149.        mean  efficiency  factor  during the period will be lower than 80%.
  1150.        If, at the called side, the mean efficiency factor during two  con-
  1151.        secutive  periods  of  60 seconds is lower than 80%, the release of
  1152.        the connection will be given to the called end.
  1153.  
  1154.             (5) In case of a forced release of the connection, the  clear-
  1155.        ing  signal  will be sent to the calling end (and eventually to the
  1156.        receiving end) from the ARQ equipment. The signals that would still
  1157.        be  stored in the memories at the moment of the sending of a forced
  1158.        release signal will be destroyed. Stop polarity will be transmitted
  1159.        across  the  radiotelegraph  circuit  while the store is being des-
  1160.        troyed.

  1162.             (6) In the  case  where  two  or  more  radio  circuits  using
  1163.        ARQ equipment would be used in tandem on a connection, each circuit
  1164.        will operate on its own, independently of  the  conditions  on  the
  1165.        other circuit(s).

  5022.             1.3 Operating Administrations may optionally  offer  automatic
  5023.        redirection to the new number of a call to one of their subscribers
  5024.        whose number has been changed. This redirection will be  in  accor-
  5025.        dance   with S 2   below,  and  the  sequence  "RDI"  as  specified
  5026.        under S 2.1 below shall then apply. Under  no  circumstances  shall
  5027.        the NCH sequence be preceded by the RDI service sequence. This sup-
  5028.        plementary service shall be available for a limited period only. It
  5029.        may  not be offered beyond the time during which the Administration
  5030.        informs calling subscribers of the change in the call number.

  5079.             2.3  Administrations  offering  call  redirection   facilities
  5080.        should  take  all  necessary  technical and administrative steps to
  5081.        ensure that the same call can in no circumstances give rise to more
  5082.        than  one redirection and that the total number of circuits used to
  5083.        establish the call after redirection does not  exceed  the  maximum
  5084.        tolerated in the transmission plan for the national network.
