  18.   release.  Since it's only been 12 hours, and since the original v1.00 was
  19.   only distributed on my BBS for that time, I'm releasing this version as
  20.   v1.00 as well.

  22. + TOPDLCFG.EXE now analyzes which areas have already been tagged if there is
  23.   an existing TOPDL.CFG file, so you don't have to re-tag everything.
