By 1869, Philadelphia had 12,000 prostitutes for a population of 700,000. This meant one prostitute for 58 inhabitants, including men, women and children. Cincinnati had only 200,000 inhabitants, out of which 7,000 were prostitutes. This meant one prostitute for 28 inhabitants, including men, women, and children!
