  9. a reasonable representation of the modern world? The American
  10. Navy reigns supreme, but the European Union is in a very strong
  11. position and the Russians possess a formidable army. For a real
  12. challenge, try playing the Third World. Spaceship building is allowed;
  13. be sure not to let your opponents beat you into space!
