  20. The term is "bellwether".  A "wether" is neutered male sheep.  A
  21. "bellwether", then, is such a gelding with a bell around its neck who
  22. serves as the leader to the flock.  More importantly, the bell provides an
  23. easy way for the shepherd to locate the flock.

  25. The metaphorical extension of the term to a state/group/person/etc that
  26. provides an indication of the tendancies or actions of its fellows is
  27. obvious.
