- The Election: Congressional and Administration Science Policy
- Changes
-
- FYI No. 144, November 4, 1992
-
-
- Yesterday's election will have a number of direct impacts on key
- science policy positions relating to the physics community. Among
- them are:
-
- THE ADMINISTRATION:
-
- NASA: Administrator Daniel Goldin could be replaced by the Clinton
- Administration. Goldin has signaled that he would like to retain
- his job. During Goldin's Senate confirmation hearing in March,
- Senator Albert Gore noticeably warmed to Goldin and his promise to
- keep the agency's operations independent of Vice President Quayle
- and the National Space Council (see FYI #49.)
-
- NATIONAL SCIENCE FOUNDATION: Director Massey has a six-year term.
- There is speculation (which from outward appearances seems
- unfounded) about whether there will be any pressure for him to
- resign. Massey enjoys congressional support, although the agency
- is going through a somewhat uneasy period this fall.
-
- DEPARTMENT OF ENERGY: As a cabinet position, the new Administration
- will give serious consideration to a new secretary.
-
-
- THE CONGRESS:
-
- Several key players will not be back when the 103rd Congress
- convenes on January 5, 1993:
-
- HOUSE VA, HUD, INDEPENDENT AGENCIES APPROPRIATIONS SUBCOMMITTEE
- (NSF, NASA funding) (9 committee members):
-
- Chairman Bob Traxler: retiring
- Rep. Bill Green (Ranking Republican): defeated
- Rep. Chester Atkins: defeated in primary
- Rep. Lawrence Coughlin: retiring
- Rep. Bill Lowery: retiring
-
- Rep. Louis Stokes follows Traxler in terms of seniority. It is too
- early to predict who will sit on this most important subcommittee
- next year.
-
-
- SENATE VA, HUD, INDEPENDENT AGENCIES APPROPRIATIONS SUBCOMMITTEE
- (11 members):
-
- Senator Wyche Fowler: forced into a runoff election later this
- month
- Senator Jake Garn (Ranking Republican): retiring
-
-
- HOUSE ENERGY AND WATER DEVELOPMENT APPROPRIATIONS SUBCOMMITTEE (DOE
- funding) (9 members):
-
- Rep. Lindsay Thomas: retiring
- Rep. Bernard Dwyer: retiring
- Rep. Carl Pursell: retiring
-
-
- SENATE ENERGY AND WATER DEVELOPMENT APPROPRIATIONS SUBCOMMITTEE (13
- members):
-
- Senator Kent Conrad: will run in a special election on 12-4-1993
-
-
- HOUSE SCIENCE, SPACE, AND TECHNOLOGY COMMITTEE (53 members):
-
- Rep. James Scheuer: retiring
- Rep. Howard Wolpe: retiring
- Rep. Terry Bruce: defeated in primary
- Rep. Richard Stallings: defeated in earlier bid for Senate
- Rep. Henry Nowak: retiring
- Rep. Carl Perkins: retiring
- Rep. Tom McMillen: defeated
- Rep. David Nagle: defeated
- Rep. Joan Horn: defeated
- Rep. Tom Ritter: defeated
- Rep. Sid Morrison: defeated in earlier bid for governor
- Rep. Tom Campbell: defeated in earlier bid for Senate
- Rep. John Rhodes: defeated
- Rep. George Allen: retired
-
-
- SENATE SUBCOMMITTEE ON SCIENCE, TECHNOLOGY, AND SPACE (10 members):
-
- Senator Albert Gore: Vice President Elect
- Senator Robert Kasten: defeated
-
-
- During the reorganization of the next Congress committee members
- may elect to move to another committee. Vacancies will also be
- filled.
