  22. Finally heard this refuted the other day, but I can't provide
  23. exact references.

  25. Buckley's Firing Line last Sunday had three guests, one from the
  26. Bush administration, Ira Glasser (sp? - head of the ACLU), and
  27. Buckley's lawyer.

  29. The subject of the show was "legal reform".

  31. When the administration guy said that the U.S. had the
  32. highest per capita lawyer rate in the world, the other two jumped
  33. on him hard.

  35. A recent study (maybe U. of Washington, I'm not sure) shows that
  36. in the area of per capita lawyers, U.S. is 35th in the world, below
  37. most European countries and below Japan.

  39. The confusion comes about because most lawyers in Japan can't
  40. argue in the courts, and the comparison showing that the
  41. U.S. has 200 times more lawyers than Japan does was specifically
  42. looking at lawyers in the courts.

  44. Japan has many lawyers (like the U.S. does) that work behind
  45. the scenes, in corporate Japan as opposed to those who make a living
  46. going to court.  When you look at all the lawyers in Japan and all the
  47. lawyers in the U.S., as opposed to the ones who do courtroom
  48. work, Japan has a higher per capita lawyer level than the U.S. does.
