  22. The answer is simple:
  23.  
  24. 1.    learn cryptanalysis and practice it, by breaking a couple of systems
  25.     similar to the one you're proposing (but obviously simpler :-)
  26.     as well as ones which have been broken in the past (eg., Enigma,
  27.     Hebern, pencil-and-paper methods, ...).
  28.  
  29. 2.    if you still believe it's a good system, enlist the help of
  30.     someone even more talented than yourself.  Get a non-disclosure
  31.     agreement signed by that person (preserving your patent rights)
  32.     and possibly pay the consultant.  Get the consultant's expert
  33.     advice.
  34.  
  35. 3.    file the patent, both in the US and abroad, simultaneously.  (Don't
  36.     just file in the US first and refer in the foreign patents to the
  37.     US application -- file full disclosures overseas -- possibly even
  38.     a week or two before filing in the US -- to prevent a secrecy order
  39.     being placed on the patent application).

  41. 4.    publish the idea.
