  31. YOU CAN NOT REGULATE CRIMINALS,  WHO ARE ALREADY VIOLATING 
  32. MORE IMPORTANT LAWS [than using "unauthorized" encryption].

  34. Now  let's get real and think [yes, please!]: if I'm planning
  35. a murder, a major terrorist act, or something similar - would 
  36. I be concerned about adding a [small] crime of using "illegal" 
  37. encryption to my list?
  38. [If your answer is yes - go get professional help.]

  40. And no matter, whether you are going to "let the society"
  41. use "unregulated crypto", or not - it's already here.
