  21. in their country), Rovering is a program for young men and women aged 18-26.
  22. The motto of Rovering is SERVICE and to this end many Rovers are leaders in
  23. younger sections.  Defining what is Rovering is the hard part.  In Canada,
  24. most Rover crews are based on the knighthood theme.  Some crews specialize
  25. as search & rescue volunteers, working with police, first aid crews, etc.  I
  26. find it difficult to say exactly what Rovering is, other than the obvious.
