  28. IMHO, the very best way to clean up a rusty wheel is to sandblast and paint
  29. it before mounting the new tires. I did this with the grungy-looking spare
  30. tire on my '55 Chevy, and it looks factory-fresh. Of course, you've got to 
  31. have access to a sandblaster.

  33. If not, use a wire brush on an electric drill to strip the rust. Then etch 
  34. the metal with something like Dupont Metal Conditioner or Permatex Extend.
  35. Then prime and paint.
