  13. We are having problems with items from our emergency survival kits
  14. disappearing.  We are at the beginning of setting up our emergency
  15. response team.  So, we are lacking "experience".

  17. We have thought about locks with keys, locks with combinations.  THIS
  18. IS NOT the right thing to do.  Do any of you have suggestions on how to
  19. keep emergency kits intact?
