  34.      On November 11 the Guatemalan Defense Minister, Jose Garcia
  35. Samayoa, accused several human rights monitors of "responding to the
  36. proposals of the URNG [the Guatemalan National Revolutionary Unity]." 
  37. He named three individuals as guilty of trying to damage the image of
  38. Guatemala abroad:  RONALTH OCHAETA, the Director of the Human Rights
  39. Office of the Archbishop of Guatemala, AMILCAR MENDEZ, founder of the
  40. indigenous human rights organization, CERJ (Council of Ethnic
  41. Communities -- All Are Equal), and FACTOR MENDEZ, Director of CIEPRODH
  42. (Center for the Investigation, Study, and Promotion of Human Rights). 
  43. Referring to the upcoming conference in Washington, DC, sponsored by
  44. the Guatemalan Human Rights Commission/USA, on torture in Guatemala,
  45. the Defence Minister stated that they are travelling to Washington to
  46. accuse the government of torture, "making contemptible remarks, as
  47. though we were living in the stone age, and in an irresponsible way
  48. accuse their own nation of totally false acts."  He stated that "their
  49. manipulations...respond to the interests of the insurgency."

  51.      The Defense Minister's statements were rejected by Ronalth
  52. Ochaeta, who stated that the Minister was "misinformed."  He stated
  53. that his office "at no time has been the instrument of the insurgency,"
  54. adding that, "we are an instrument in the service of God, and our
  55. mission is humanitarian."  The Archbishop of Guatemala, Monsignor
  56. Pr"spero Penados del Barrio, said that the Defense Minister's
  57. accusations were "totally false."  He stated that the Human Rights
  58. Office "was created as an agency for the poor and the abandoned of
  59. Guatemala and for those who do not have a voice."  He called for a
  60. meeting with Garcia to clarify the situation.
