  23.    WASHINGTON, Nov. 11  -- The Executive Board of the American
  24. Public Health Association (APHA) has registered its strong
  25. protest of the U.S. State Department's refusal to grant an entry visa
  26. to Dr. Julio Teja Perez, minister of public health of Cuba.
  27.    APHA invited Teja to participate in its 120th annual meeting now
  28. taking place in Washington, D.C.  In his letter, APHA Executive
  29. Director William H. McBeath reminded Acting Secretary of State
  30. Lawrence Eagleburger that "Effective public health programs and
  31. services are forged from a wide array of thought and practice, both
  32. national and international.  Public health professionals in the U.S.
  33. have much to learn from our Cuban colleagues, who have fashioned many
  34. innovative and successful strategies to problems we face in our own
  35. communities."
  36.    A discussion of "The Changing World Order and Health in Cuba,"
  37. which was to have featured Teja, will be offered as scheduled today
  38. at 7 p.m.  Ramon Prado, director of international relations for the
  39. Cuban Ministry of Health, and Dr. Hector Terry-Mollina, Cuban
  40. vice-minister of health for hygiene and epidemiology, will speak.
  41.    The American Public Health Association, founded in 1872, is the
  42. largest organization of public heath professionals in the world, and
  43. the foremost publisher of public health related books and
  44. periodicals, promoting high scientific standards, action programs,
  45. and public policy for good heath.
