- COLOMBIA: GAVIRIA DECLARES STATE OF EMERGENCY

- In Colombia, almost social, political, religious and union
- sectors, and even opposition parties, applauded President
- Gaviria's measures to fight the guerrilla group M-19 (Democratic
- Alliance), as announced on Sunday night, November 8. He declared a
- 90-day state of emergency, intending to try to prevent M-19 from
- receiving any funds and launching a country-wide military
- offensive. The measures are meant to attack not only the guerrilla
- groups but drug traffickers as well. Only the left received the
- announcement with some reservation, as they see dialogue as the
- solution to the conflict. Leftist spokepeople say a confrontation
- will be costly, painful and could go on indefinitely.

- M-19 leaders, as well as those of other smaller guerrilla groups,
- believes Gavaria is giving in to the most reactionary forces of
- the country, who asked weeks ago for a full frontal attack against
- subversion. One of the government's new measures is to offer a
- monetary reward to anyone providing information leading to the
- capture of the head of the Colombian Revolutionary Armed Forces
- (FARC), the National Libveration Army (ELN) and the People's
- Liberation Army (EPL). The presidnet is backing an anti-kidnapping
- law currently being considered by the Colombian congress which
- would increase penalties for kidnapping and demanding ransom.
- Ransom payments are one of the main sources of income for the
- guerrillas.

- In the city of Medellin a curfew has been imposed as a compliment
- to Gaviria's nationwide state of emergency. With some two million
- inhabitants, Medellin and 10 usrrounding municipalities have
- become one of the most dangerous areas in Colombia. The violence
- has increased since the October 28 shooting of drug gunman Brance
