- ARGENTINE WORKERS GENERAL STRIKE A DRAW

- The first general strike in Argentina since 1988, and the first
- under President Carlos Menem, ended on Monday, November 9, with
- neither winners nor losers. The strike was in protest against
- severe economic measures and "not against the government,"
- according to a union spokesperson. Its greatest impact was in the
- industrial and factory sectors, in the provincial public
- administration sectors, on officials banks and on the railroads,
- which move nearly 2 million people per day. According to the
- government, between 30% to 50% of those working in the largest
- companies participated in the strike, and its effect was
- "relative." However, the union described the strike as "very
- important," with an "extraordinary" participation.

- More than a half-dozen attacks against private and public
- transportation vehicles with incendiary bombs and stones were
- reported. There were no injuries. False warnings of bombs in
- commercial airplanes resulted in the delay of some departures from
- the Jorge Newbery airport.

- President Menem considered the strike a failure and said that life
- in Argentina will continue as usual, without any possiblity of
- changes. Union spokesperson Oscar Lescano said "We have the
- humility to say we want to have a dialogue to be able to
- concretize some aspects of the policy, without trying to chanage
- direction or twisting anybody's arm."

- Unions leaders' popularity is very low at this time. The strike,
- according to Lescano, was a "punishment" strike. "The behavior of
- the union leadership during the last three years has not been the
- most adequate to defent the rights of the workers," he continued.
- The union leadership demanded, among other things, a minimum
- monthly salary of US$500 and an emergency increase of $350 in
- pension payments for retired people who presently receive only
- $150 per month. The average salary is currently some $800 per
- month, while the cost of a family's basic needs is is about $1,000
