  25. FUJIMORI WANTS THE DEATH PENALTY BACK FOR GUZMAN

  27. Peru's President Alberto Fujimori has asked that Senero Luminoso
  28. leader Abimael Guzman be exeucted by a firing squad. Guzman is
  29. currently serving a life sentence on a island in the Pacific.
  30. Fujimori said in a television broadcast that Guzman should die by
  31. firing squad "becuase we have to carry out justice." He said
  32. Guzman and his followers were responsible for the death of 25,000
  33. people and $22 billion dollars in damages over 12 years of
  34. violence, and that his government would look for a mechanism by
  35. which it may execute Guzman. According to the Peruvian
  36. constitution the death penalty can be applied only in cases of
  37. "betrayal of the homeland in time of war."

  39. The maximum penalty for someone convicted of being a terrorist is
  40. life imprisonment. Previously Fujimori had announced the
  41. possibility of a referendum to determine whether or not the death
  42. penalty should be imposed in cases of heads of terrorist
  43. organizations as part of the November 22 elections for members of
  44. Constituent Congress. However, because of pressure from opposition
  45. critics and the Tupac Amaru Revolutionary Movement (MRTA),
  46. Fujimori announced the referendum would take place on anotehr
  47. occasion.  No date was announced.

  49. Fujimori said his government would do away with the MRTA by
  50. mid-1993 and that peace would be brought to the country before his
  51. term is over in July of 1995. (AP 11/10)
