  21. El Salvador on December 15, 1992

  24. US Citizens Send Best Wishes to the Salvadoran People 
  25. at the End of the Cease Fire Period
  26.  
  27.      As citizens of the United States, we celebrate the end of the
  28. war as a victory for El Salvador.   We recognize the implementation
  29. of the Accords as the first step toward building a peaceful nation.
  30.  
  31.      U S. Citizens will continue to support the Salvadorans in
  32. their struggle to build peace with justice.  We acknowledge the
  33. 1994 elections as a crucial step in the democratization process. 
  34. Therefore, we are pleased to witness the transformation of the FMLN
  35. into a political party.  We reaffirm our vigilance in observing
  36. human rights and our support for economic development to benefit
  37. the poor majority.

  39.      In addition, we will work to end all US military aid.  If the
  40. government continues to impede the full implementation of the
  41. Accords,  we will also work to suspend US economic assistance until
  42. compliance with the peace agreement has been reached.
  43.  
  44.      We call upon the government of El Salvador to complete the
  45. purification of the armed forces in accordance with the agreements;
  46. to fully implement reconstruction programs that will make it
  47. possible for all Salvadorans to be productive members of society;
  48. and to guarantee fair elections in 1994.  Although many of the
  49. agreements were to have been completed by today, there remain many
  50. Accords that must be implemented after December 15.  We call on
  51. ONUSAL to strengthen its role as the principle force in supporting
  52. the peace process by remaining in El Salvador to guarantee full
  53. compliance with the pending Accords.
