  24. I meant that the "observers" are not paid out of the county treasury, as are
  25. the poll workers, but are supplied by the political parties.  I suppose the
  26. political parties could make arrangements with them for reimbursement for
  27. their time.  Surely it wasn't the State of North Carolina who did  all that
  28. for you?
