- We have recently upgraded from 18.57 to 18.58, and one of the users at my site
- has noticed a difference in the behavior of rmail:

- Something is different in rmail.

- Suppose I am resonding to someone's message via "r". I want to
- include their message so I yank it with C-c C-y. Then I decide to
- reformat the message because some of the lines are now too long. I
- use C-c C-q to do this. Previously, this would just reformat the body
- of the message. Now it is reformatting the header too, moving all the
- header lines into a "paragraph". What has changed?

- I have also noticed this behavior in 18.59.

- Any ideas on why C-c C-q acts like this, or how to correct it?
