  23. Graphics Workshop is the best program for converting to and from a
  24. number of raster formats inclusing BMP, TIFF, PCX, Targa, GIF, etc.
  25. There are both DOS and Windows versions and they are available from
  26. many BBSs and sites such as CICA, SIMTEL-20 and GARBO.
