  32. Mike, try doing it backwards.  Make an anchored frame (floating or no)
  33. (It's odd how FM has the concept of "floating anchored frame").
  34. Put a text flow in the anchored frame with your figure title and
  35. figTitle para format.  This actually works at keeping the title and
  36. the figure together as a unit.
