  17.     Well, there is Apple's BalloonWriter (located on Developer CD's
  18. and possibly on ftp.apple.com), but it has bugs and not the greatest tool
  19. in the world. Also, the current version (1.5?) of AppMaker (Bowers Development)
  20. support doing dialog & menu balloons.

  22.     Personally, I use Rez (from MPW) and Resorcerer to do my balloons -
  23. not the most graphical approach but it is quick & easy (and I can use cut/copy
  24. paste to speed things up).
