- I don't agree with that in general. It's only useful for the first 10 cities.

- If I have 20+ citys I can generate most units (caravans) in one turn.
- Space ship structures in 2 turns. Its possible to make WoW in a few turns.

- With small citys you need a long time to produce even a caravan which
- you can add to help other citys afterwards.

- So you will be much more flexible and effective with 10 20+ cities
- than with 100 small cities.
