Sounds like you have a /etc/nologin file, which is created by shutdown
and reboot. This should be removed by your rc or rc.local file, so
check you have a line in /etc/rc which says something like
rm -f /etc/nologin. You should be able to login as root and remove
the offending file, or boot of floppy, and mount your hard-drive and
get at it.
