  21. Yes, one fundamental comment.

  23. We should partition the group functionally, not on the basis of
  24. experience.  Choice of platform and operating system is a good
  25. method (PC/DOS, etc.).   Application area is another possibility.
  26. But a major aspect of these newsgroups is the ability to interact
  27. with others who know more (or less).
