  14. I just received a copy of the MPEG Draft Standard (DIS 11172) dated
  15. 1992 (rev 2), and thought I would test my understanding of it on the MPEG
  16. files that XING have released along with their sample player. e.g.
  17. perpetu5.mpg, flight.mpg, etc. The syntax looks okay, with the files
  18. starting with sequence_header(), but when I got to the picture_rate
  19. field, it decoded as (decimal) nine.  According to the table under 
  20. section 2.4.3.2 this is a reserved value, and so is not allowed.
  21. Anybody know what is happening here?
