  22. I think you want the GNU Emacs etags program that is part of Tags++

  26.      Etags makes a tags file for GNU Emacs Version 18, and  ctags
  27.      makes a tags file for ex(1)/vi(1), from the specified source
  28.      files.  A tags file gives the locations of  the  definitions
  29.      of  named objects (functions, variables, macros, types) in a
  30.      group of source files.
