- The point is, Mr. Hart, that something is either allowed or not allowed
- in a community. This falls under rules and regulations and acceptable
- and unacceptable behavior.

- If it's allowed then everyone should be able to do with impunity.
- If it's not allowed then the transgressor is in "error" and should be
- put in check.
- If it's a gray area then anyone can express their views on the matter.
