  14. E.164 addresses are subnetwork dependent ones and owned by CCITT.  IP
  15. addresses, on the other hand, are network layer addresses.  neither of
  16. them are suitable for ATM internets consisting of any number of
  17. arbitralily connected public and private networks.  IP would otherwise
  18. be ok, but it is running out of its address space.  a better
  19. alternative is to use NSAPs as ATM end point identifiers no matter
  20. what protocol one is running once theATM connection is established.
