I have been using Nexpert Object for about 3 years and found that it is
an excellent expert system shell.  It is deliverable on a wide range of
platforms and is easily embedded in other applications as well as having
interfaces to many databases.
As you have described your customers idea of having users modify the
knowledge base, I don't think would work well, especially if they have
no programming experience. As you probably know, the users that would be
modifing the rules would have to have some understanding of how rules
relate to one another and the effects of forward and backward chaining.
In addition, most users, even thought they have a lot of knowledge about
the problem domain, lack the skill to be able to put that knowledge into
rules and then be able to debug the knowledge base. If on the other hand
your system was more parameterized, as you have stated, and your expert
system was data driven, then you could allow the users to modify the
data, and therefore the system, without having to change the knowledge base.
