- of MVS "performance management/tuning":

- i worked in an EDS shop where the systems programmer did performance changes,
- but only as he had the time left from other, more pressing assignments. he
- would accept requests from both management and the operators, and prioritise
- them according to time required for processing the change, benefits evolved
- from the change and possible negative ramifications of the change.
- this was a small-ish shop, and he was the only MVS-dedicated systems
- programmer we had.

- when i worked at SOHIO (before it became BP America) there were two systems
- programmers who were assigned to do nothing BUT tinker with the system to
- grease the flow of jobs' throughput. this also included easing the burden on
- the operators by simplification of entered commands.
- this was a relatively large, MVS-only shop, with a full-time programming
- staff of approximately 40 to 50 people.

- yes, obviously. time plays an important factor, also, as does the
- reliability of the day-to-day production programs. if your tech support crew
- is constantly scouring JCL to figure out "where did this job abend THIS
- time?!?!?!" then they will have very little time to work on system tweaking.
