  13. Mimi, since I made the implication, I will try and make things
  14. clearer.

  16. I resent such an implication too, but it sometimes has to be made
  17. to remind those few people of their consciences. I like to believe
  18. that everyone involved does make decisions in the best interest
  19. of the child. But I've seen instances where it has simply not
  20. happened, particularly in the UK where the County Councils usually
  21. have a single collective program and where they have neither been prepared
  22. to give the child the choice of education program the parents wanted,
  23. nor to fund it elsewhere because they could not justify the cost or
  24. understand the situation from the parents' point of view.
