  20. There is no place to vote. This is the alt hierarchy. If you want to
  21. create a new alt group, go ask on alt.config. For example, to create
  22. alt.irc.recovery, I announced it on alt.config, and then issued the
  23. newgroup myself. Admins honored it, and the rest is history.
