  21. complement.  I'll play devils advocate here.  On the operator's side, I
  22. can completely see the argument for not carrying the alt.binaries.*
  23. hierarcy because of resource restrictions.  On user's side, if these
  24. systems are claiming a full Usenet hierarchy and they don't have (say)
  25. the alt.binaries.* groups, it seems that they're being entirely misleading
  26. to their customers and in my mind bordering on fraud if they don't at
  27. least tell them before the send their money in that they can't/won't get
  28. certain newsgroups based on resources or "system rules" (It's their
  29. system.  If they explictly say that don't want alt.tasteless because
  30. either it doesn't fit in with the theme of the BBS or are simply so
  31. offended by it that they REFUSE to carry it, it's a postion I fully support.)
