  13. Is there any software/hardware  available which will encrypt data using
  14. block-chaining with public key cryptography?  How slow is it compared
  15. to DES when using RSA or the NIST algorithm?  I am not talking about
  16. key management but about encrypting entire documents and using the
  17. last block as a signature instead of first computing a message digest.
