  48. Option A:  Develop a business plan and a database development plan. Then
  49. solicit funds from corporations and granting agencies. Wait until we have
  50. funding before building the system.

  52. Option B:  Build a prototype on a home computer using whatever freeware we
  53. can find and start putting data in, while also developing plans.  Then we
  54. can ask for funds for expanding an existing service.

  56. Option C: Ask a major corportation for a machine (at least on loan);
  57. gather enough funds to acquire the FreePort software ($850) and build a
  58. prototype.  Then we can ask for funds for expanding an existing service.
