  20. Memorandum from Jos Ramos-Horta, official spokesperson for
  21. the National Council of Maubere Resistance (CNRM) to all
  22. solidarity groups and friends of East Timor
  23.  
  24. Geneva, Thursday, 27 August 1992

  26. Today, the UN Sub-Commission on Prevention of Discrimination
  27. and Protection of Minorities adopted a resolution on the
  28. Situation in East Timor by an impressive 13 votes in favour,
  29. six against and four abstentions. This is the best support we
  30. have had for any resolution on East Timor at the Sub-
  31. Commission. It is particularly remarkable that when the
  32. resolution was formally tabled, not a single expert-member of
  33. the Sub-Commission spoke out against it.

  35. There are several points, I would like to make about this
  36. important decision:
  37.  
  38. 1.   Beyond doubt, East Timor was the most thoroughly
  39. discussed of all issues raised at this, the 44th Session of
  40. the Sub-Commission. There were a number of powerful
  41. submissions made by a variety of NGOs, all of which had a
  42. strong impact on the members of the Sub-Commission and on all
  43. those attending the Session.

  45. 2.   In my own lobbying with experts, I stressed that it would
  46. be a disgrace if the Sub-Commission were to fail this time to
  47. adopt a resolution on East Timor, after all that has happened
  48. in East Timor since the Sub-Commission last met in August
  49. 1991.

  51. 3.   On behalf of the CNRM, I would like to thank all those,
  52. whether present at the Session or assisting elsewhere, for
  53. their help and support in winning this important victory.
  54.  
  55. 4.   When the Sub-Commission came to vote on the resolution,
  56. the atmosphere in the hall was tense, attentive and serious.
  57. Clearly, everyone present was very concerned for the fate of
  58. the resolution.
  59.  
  60. 5.   As is the case in Washington where I decided to appoint
  61. a professional lobbyist to work on behalf of East Timor in and
  62. around Congress, I have appointed a part-time professional
  63. lobbyist in Geneva as Special Consultant for the CNRM. It is
  64. her job to follow up the resolution with UN bodies and NGOs
  65. and to assist in the preparation of documentation in advance
  66. of future meetings of UN bodies concerned with human rights.
