  35. John, we seem to have elminated the $400 savings to drivers as a way
  36. to encourage carpooling in another thread, and obviously HOV lanes
  37. done't work. And that wonderful "Kalaka" comercial from years ago
  38. didn't do it.. How would you encourage carpooling? Is carpooling
  39. something that should be encouraged? If everyone carpooled wouldn't
  40. that ruin our economy by putting gas stations out of business? I guess
  41. I feel that the HOV lane would not be a problem if it had never been
  42. opened to abnormal traffic. The HOV lane should always have been an
  43. HOV lane. The main reason for the big backup last tuesday was the
  44. accident (I remember those happening even before the toll road was
  45. built) not the lack of a third lane.
