  29. Let's assume, for a minute, that you're right and 95% of the
  30. people driving down the Toll Road are imagining some reason not to
  31. carpool.  Does this imagined reasoning go away after sitting in
  32. traffic for a while?  Or does the commuter end up on Route 7
  33. clogging up more an already clogged up road?  If carpooling does
  34. not increase to the point where it makes up for the extra pollution
  35. generated on the Toll Road due to cars idling, etc.  then it makes
  36. *no* difference.  It is at best a bad idea with noble intentions
  37. which should be canned.
