  12. The Supreme Court ruled a couple of months ago that the states cannot
  13. collect sales tax on out of state sales but that congress has the
  14. authority to pass laws permitting the practice. I think the idea is to
  15. make the practice uniform if it is enacted. At the moment the sales
  16. taxes cannot be collected since congress has done nothing.
