- Technically the taxes always have belonged to the buyer's state, but it
- has been nearly impossible for them to collect. This is the reason for the
- bru-ha-ha in Congress. Considering the extra revenue this will generate
- (since the collection costs will _not_ be borne by Congress), it is only a
- matter of time, IMHO.
